Evga 758 + corsair dominator 1600 doesnt work

I've tried everything. I cannot get 1600 with 8-8-8-24. So my question is, Is there any ram software/benchmarks that I can test to see how "fast" my ram performs? ie I wanna see the difference in speed between lets say 1600 8-8-8-24 and perhaps 1333 7-7-7-21. Or is there a basic table that shows the difference?
